Secure intake

Secure Evidence Intake

Protect people before evidence. Public web forms and ordinary email are unsuitable for sensitive originals that may identify victims, witnesses or sources.

Do not send now

Identity documents, full names or addresses, unredacted witness data, device images, original chat exports, medical records, non-public detention information, passwords, recovery codes or material that could place anyone at risk.

LEVEL 1

Public material

Public pages, judgments and published reports. Initial contact may contain only the link and a short description.

LEVEL 2

Personal or restricted

Identity, case or health data. Send an anonymised outline first and await transfer arrangements.

LEVEL 3

High-risk evidence

Material exposing anyone to surveillance, retaliation, arrest or serious harm. Do not use this site or ordinary email.

  1. Stop forwarding and editing

Preserve the original; do not crop, resave or overwrite the only copy.

  2. Prepare a risk outline

State only material type, country, date range, urgency and risk—no real names.

  3. Make initial contact

The form below creates an ordinary email draft; keep the subject non-sensitive.

  4. Verify identity and authority

CRM checks the contact, authority to submit, consent and legal restrictions.

  5. Agree transfer and record

After a route is agreed, record identifier, hash, receipt time, handler and transformations.

This form uploads nothing. It creates a draft on your device. Continue to minimise information.

This opens your email application with a draft to liuhaoyan@gmail.com. Review it before sending.
